The Federal Government has barred ministries, departments and agencies from awarding contracts or making financial commitments without approved budgets and cash backing.
The directive, issued by the accountant-General of the federation, Shamseldeen Ogunjimi, is aimed at strengthening fiscal discipline and enforcing procurement regulations.
He pointed that the new guideline is in response to widespread violations of the public procurement act and other public finance rules.
